Despite growing adaptation needs estimated at $215–$387 billion annually by 2030, Africa receives just $30 billion a year—mostly in loans that deepen debt burdens.

Weak institutions, climate-vulnerable sectors, and global inequality worsen this vulnerability. As the Glasgow Pledge to double adaptation finance expires and global finance risks escalate, 2025 is a critical moment for adaptation.

COP30 will finalize Global Goal on Adaptation (GGA) indicators, offering a chance to rebalance focus toward equity-driven, transformational adaptation.

To amplify Africa’s voice, the Pan African Coalition for Adaptation and Resilience (PACAR) was created. At its 2025 Annual Workshop in Johannesburg, PACAR brought together diverse actors to co-create a unified strategy, elevate adaptation on the global stage, and centre Africa’s frontline communities in climate action.
