Assessing COP26 Outcomes on the Basis of the Five-Point Plan for Solidarity, Fairness and Prosperity

This paper reviews the outcomes of the 26th session of the United Nations Climate Change Conference (COP26), held in Glasgow in November 2021, against the priorities of developing countries. It assesses areas where there was some progress, and highlights those where there was little. The paper concludes with a set of recommendations for the period to COP27 and beyond – recommendations aiming to rebalance the Glasgow outcomes, and thereby the overall shape of the global climate regime, towards the needs of developing countries.
